The team of cops discuss strategy behind using their information from their previous arrests to bring down the big man. An undercover operation is out of the question. Joe recaps the result of the 4 hour meeting, and describes the police action in tailing their man. Creative and elaborate stake outs are put in place. The ring leader didn't get to where he is by accident, and the cops have to play it careful and easy so as not to spook their suspect.
