Matt Dillon is taken aback when the commander of the army camp accuses him of being inept at controlling the rowdy element. Attacks have been made on soldiers who take their liberty in Dodge City. Matt heads to the Long Branch saloon and talks with Kitty about some new girls in town.

Though Matt is all for upholding the law, another murder forces him to take drastic measures with the army. Doc helps turn up evidence that the killer may not be among the wild and Wooley men of Dodge City. Kitty brings more word about that new girl in town, Jenny. What does she know about the killings, especially about the latest one?
