There was a mistaken belief in the early war years that America could remain largely uninvolved in the war in Europe. Relying on surrounding, or occupied nations to fight back somehow. This episode dramatizes how the Nazi’s replaced occupied governments with puppet ones, with leadership loyal to Germany.

Also industry was shut down and new factories set up in Germany so occupied nations couldn’t produce goods, especially war goods, to build any defense. Going so far as to not allow any white collar workers to hold jobs.

Using only German white collar workers, and putting those in occupied nations to work doing manual labor. The idea was to develop substandard nations that had to rely on the support of the Thousand Year Reich for the future.
