After having the governor of Arkansas visit Pine Ridge, Abner’s sloppy procedure as notary public had been exposed. Corruption, or just lazy in practicing his office? It doesn’t matter since he has now been demoted. The gents discuss Abner’s sorry state that has cast a cloud over his duties in the store as well.

Will it lead to little Pearl living a life of mourning over the way her dear old papa was cast out of office? His social life will be ruined. Will he be forced to end up in Oklahoma, as the governor threatened? Lum declares that the town is one of the best run in the country, and sets about to contact city officials.

He finds out the aldermen haven’t had a meeting in a while, and that members have left office with no replacements. For that matter, who are the aldermen, and when was the last election? Will, the mayor know? Whoever he may be. Lum realizes the town may not be run well, but he now has a mission to turn it around.
