Down in Pine Ridge, Abner and Dick discuss the mysterious stranger who came to town to buy a hundred dollars worth of stock in the mine—only asking Lum detailed questions about the operation after making the purchase. What was that all about, and what does it mean?

Meanwhile, Lum has been riding with Cedric in the rolling store, making frequent passes by the schoolhouse to get a look at Evelina, his gal and local schoolteacher who just returned to town. After finishing his rounds, Lum chats with Dick and Abner about an invitation he received to deliver a speech to the school children.

Though Abner isn’t eager to hear Lum’s same old speech, Dick encourages him to practice it anyway. As Lum waxes eloquent, Abner heckles him and finishes most of his lines for him. However, Lum reveals he has modified his usual talk to focus on honesty, being upright, and living a life of good character.

Just as he finishes, Mr. Donahue returns. Revealing himself as a federal agent, he asks to speak with Lum privately—delivering the shock news that Lum is under arrest for violating the Blue Sky Laws!
