Captain Canelli tells about a waterfront emergency that called him from his off-duty time. In the chaos, Canelli responds to a robbery call, and witnesses are questioned.
When a murder has the homicide detectives involved, Canelli is able to head off on other routine patrolling. In voiceover, Canelli describes how he went to meet a man who claims to be the killer. Is he? Or is he just a looney, claiming to be the killer? You can’t tell until you go out and talk to the guy.
More witnesses are gathered of the street people, and the interviews continue. A positive identification is made, and now it’s up to the typical plodding policework to locate the suspect.
