A gang of juveniles is behind a rash of robberies, and Joe Friday has to put a stop to it. Jack Monroe is a 16 year old gang member, but the distraught kid refuses to talk for fear the gang will kill him. Joe Friday goes over a map of burglary activity with chief Baldy, and partner Ben Romero. The kid’s dad is furious at being called to the police station, but he’s more mad at the cops for not protecting his son. Yeah, that’s it… It’s the cops fault for bad parenting skills.
Elsewhere, Joe and Ben crash a party at Ramsey’s placethat is full of teens. Is he keeping them off the streets, or contributing to the delinquency of minors? Joe may not have much to go on, other than give a warning. All the cops can do is call parents, and keep an eye on the soda shop. Kids are clearly on drugs, or alcohol, but nothing is tied to Ramsey, and the crime spree continues.
Burglaries lead to a 15 year old being killed, and Joe kicks the investigation up a notch. Connections are made, and Joe may have the link to Ramsey.
