The government is interested in the fire for tax evasion, but there’s more agencies than that with a stake in the case. Dick hits the streets on a trail of clues that make the bad guys get nervous. The arson mastermind, the Moth, tries to keep control over his operation. His two bit racketeer henchman, Cupie is sent out on amission, while his girlfriend, Flame handles matters in her own way when Dick Tracy comes calling.
